The Empowering Olympic, Paralympic, and Amateur Athlete Act of 2020 was signed into law on Oct. 30, 2020. The legislation establishes mechanisms for governmental oversight of the U.S. Olympic & Paralympic Committee, National Governing Bodies and amateur athlete organizations in the United States. In addition to empowering athletes and increasing resources for the U.S. Center for SafeSport, the act also promotes transparency through annual auditing and reporting.
Pursuant to the Act, the USOPC annually submits an Impact
Report, which includes comprehensive auditing and reporting documents and
clearly outlines progress in fulfillment of the USOPC’s mission. The expanded
report effectively replaced the previous quadrennial reporting requirements. As
part of the annual Impact Report, the USPOC also makes publicly available its consolidated
financial statements, as well as detailed statements of how the
USOPC allocates financial resources to member organizations in support of Team
